What Is a Road Safety Audit, and Why It Matters

A Road Safety Audit (RSA) is an independent review of highway design to ensure that new or modified roads are safe for all users. It’s a key requirement under GG119 of the Design Manual for Roads and Bridges (DMRB) and the TfL's  S2251 A1   (formerly SQA-0170).

Audits must be carried out by qualified, independent auditors who were not involved in the design of the scheme.

They help identify potential safety issues before they become costly problems, protecting designers, developers, and highway authorities alike.  But ultimately allowing all end users to 'get on with their day' and safely travel in or through an area.

Typical triggers include:

A graphic design element featuring an arc of a dark gray stripe above a light blue stripe on a white background.

Planning applications affecting highways or access

A graphic featuring a dark gray curved band above a wider, light blue curved band, separated by a thin white line.

Section 38 / Section 278 agreements (s38 & s278), or Section 106 agreements (s106)

Graphic design element featuring two smooth, parallel curved arches in slate gray and light blue, separated by a thin line.

Layout or junction changes

A curved design featuring a dark gray arch above a light blue arch, separated by thin white lines.

Infrastructure and active travel schemes

In short - if your scheme changes how people move on a road or path, you’ll need a Road Safety Audit undertaken.

Independent, Efficient, and Always Clear

We know that deadlines are tight, and requirements can feel confusing. Our job is to make the process simple, clear, and quick.

Every audit is carried out by accredited professionals holding the National Highways Certificate of Competence and registered with the Society of Road Safety Auditors (SoRSA).

We work independently from design teams to deliver objective, practical feedback that satisfies local highway authorities and planning conditions.

Our reports are clear, balanced, and designed to support design teams, not slow them down.

I’ve really enjoyed working with Wing on our S278 projects. His Road Safety Audit work is always clear, constructive, and easy to engage with. He takes a practical approach, communicates well with our team, and is always happy to talk through any points to help us reach the best outcome. It’s been a genuinely pleasant and reliable working relationship, and I’m very happy to recommend his services.

Stage 1–4 Road Safety Audits

We provide audits across all four stages defined in GG119 and S5521 A1, for schemes of every type and size.

Stage 1

Feasibility / Preliminary Design

Conducted before planning submission or early in design. Identifies potential significant safety issues early, saving time and redesign costs later.

Stage 2

Detailed Design

A review of detailed drawings and documentation before construction begins. Ensuring a safe provision for all road users.

Stage 3

Post-Construction / Pre-Opening

Carried out once works are complete but before opening to the public. Confirms the design has been built safely and functions as intended.

Stage 4

Monitoring / Collision Analysis

Reviews collision data after opening, assessing whether safety objectives have been met and recommending any follow-up improvements.

All audits are delivered with comprehensive reports, photographic evidence, and clear recommendations, ready for submission to local highway authorities or National Highways.

Auditing Projects of Every Type

We’ve completed over 9,000 Road Safety Audits across the UK, from small residential access points to large-scale infrastructure and active travel schemes.
